State leaders support Hennepin-County-only 0.15 percent sales tax increase
for a $478 million, 42,000-seat, open-air ballpark between Target Center and
the garbage burner. It would open in 2009.

The deal would make the Minneapolis sales tax 7.15 percent and the rest of
the county 6.65 percent. Twins would kick in $40 million up front and
another $85 million over time. The county sales tax would produce $28
million a year.

The way it would go down is that the County Board would approve the
arrangement and the Legislature and Governor would allow the county to raise
the sales tax.

[Irony note: Mayor R.T. Rybak and the City Council voted this year to ask
the state for permission to levy a 0.5 percent sales tax to fund public
safety. They couldn't find any Minneapolis legislators to sponsor the bill.
That should make the ballpark sales tax an interesting vote for the
Minneapolis delegation.]
