Up until recently, most California counties used the infamous butterfly 
ballot. Optical scan ballots and their associated hardware and software are 
relatively new there, while they have been in use for a long time here in 
Minnesota. 
I think optical scanners are the ideal for impementing IRV and other systems 
present more problems. Let's not compare apples and oranges here.
