Dear Ms. Klobuchar, Dear Mr. Hatch
The enclosed article from the March 12, 2005 STAR TRIBUNE is about then
Minneapolis police officer Phillip Hogquist pushing a 75 year old woman, Rayma
Wiggins, so violently that she went flying through the air and landed on the
sidewalk. She has since been permanently crippled. Although Hogquist was
pressured into retiring from the Police Department, Minnesota Statutes 609.225
on aggravated assault says that whoever assaults another and inflicts great
bodily harm may be sentenced to twenty years in prison.
I do not see why wearing a police uniform gives anyone carte blanche to
commit such a felony and get off by merely being pressured to retire instead of
serving the time they deserve. Since this aggravated assault happened on
October 18, 2002, you still have over four months to prosecute before the three
year statute of limitations expires. Since this crime was reported in the Twin
Cities largest newspaper and many of the facts have already been established in
the successful civil suit won by Rayma Wiggins and her daughter, Gayna Wiggins,
it should be possible to dot and cross all the legal i's and t's needed to
initiate a prosecution within this time.
You have been hired by the citizens of Hennepin County (Minnesota) to
prosecute felonies like this and it is in fact your duty to prosecute. I urge
you in the strongest possible terms to prosecute this outrageous and
contemptible crime.
