(a) The Park Board requires a permit (however unconstitutional) for
distributing any kind of "papers" in the parks.
(b) There is no procedure for applying for such a permit.
(c) Nobody has ever received such a permit.
(d) Such a permit does not, in fact, exist in any accessible form,
whether material or virtual.
(d) It is unprecedented for the Parks Superintendent to call the
police to enforce the requirement to have this apparently non-existent
permit to exercise free speech in the park
