First, let me say that I have voted against the photo-cop every time it comes my way.
My guess as to why they did the work on Sunday? Because the two streets, 28th and Portland, carry huge volumes of traffic on weekdays, it would be much less disruptive to do the work on a Sunday. The lighter traffic on Sunday could be more easily detoured with less disruption to the neighborhood. But, it seems to me that the work could have started just a little later in the morning.
