Mark Anderson asks a question:  How exactly does having a rich section in 
one's district make a council person more powerful?

If it doesn't make a difference, give it back.  If a council member backs a 
project in their ward, usually, certainly not always, but usually. that 
project gets the support of the rest of the council.  If a council member 
talks to an employer within their district about jobs for his or her 
constituents, usually the employer pays attention.

By the way, I see two of the three new up-scale grocery stores are being 
built on land formerly in the fifth ward.
