I hate to contradict you all on this subject but throwing shoes up on the 
power line, while it is a dangerous and stupid thing, really has nothing to do 
with drugs. It dates far back. It use to be fun to see if you could through the 
shoes high enough to make them land on the wire. It was a childhood past time 
in Chicago, that many kids copied from the "Good Times" sitcom era. Especially 
kids from the projects.

It was a big deal for a kid to be able to through tennis shoes high enough to 
make them land on the wires. Of course it originated as a past time in the 
low-income areas, most kids never recognized it as a danger, and I suspect that 
they still don't. I think it is a generational prank. It has nothing to do 
with drug dealing, or at lease I have never heard that before. 

My younger siblings use to do it, girls as well as boys participated in this 
childish prank. For them, it was the same as playing kick the can. I suspect 
that you will find more shoes on the wire in North Minneapolis then any where 
else, since there is less for kids to do in those areas. It was the same in 
Chicago and Indiana.
