Correction:
The Minnehaha Creek Watershed District does not have a small budget. If
one researches budgets, etc. you will find that the Watershed Districts in
comparison have more money than other agencies. But their geographic areas
are also larger than many.
I am sure if people will be patient until morning there may be some answers
forthcoming when staff people are in offices and can get to the bottom of
this so to speak.

Yikes! That's horrible.
Seems like it might be the responsibility of a several agencies. Top on
my best-guess list would be the Minneapolis Park and Recreation Board.
The Minnehaha Creek Watershed Management District
(http://www.minnehahacreek.org/) might have some resources to help with
it, also, but their budget is very small. Lastly, perhaps the state DNR
or PCA might have some involvement.
I too wonder why it wasn't reported sooner.
