Obfuscatory (if that's a word) it may be. However, what we have is two
groups--those who live on the island and the Catholic Church arguing for
primacy. Both sides are very privileged folks who basically want to ride
on the public dollar. If the MPRB is going to cede the issue to the
Catholic Church, for whatever alleged reasons presented, then the church
needs to be charged at the cost the land is worth today. On the other
side, whether they put their own money into repairing houses/buildings
or not, they essentially improved land they do not own. The owner, MPRB,
needs to charge them fairly, at the same rate they would charge the
church if they set out to be fair (highly doubtful).
Personally, I think that if the MPRB owns the land the catholic church
wants, it either has to keep the land in perpetuity as public land or
charge the church all the traffic will bear. Afterwards, they need to
renegotiate with the building owners for the use of public
land--something realistic, not the give away they are presently
operating under.
