Minneapolis City/Catholic partnerships a bad deal? The University of St. Thomas gives a full, four-year scholarship to a graduate of each Minneapolis public high school. This was a deal in the early 90s when UST wanted to build it's own downtown campus on a dilapitated dump of a block on 10th & LaSalle. I'm not completely familiar with the deal back then, but St. Thomas got some city help, and for a dozen years now kids get scholarships. This example seems to be working very well.
