It's not that hard to figure out.
 
The generic formula is 'who' wants to hear 'what?'
 
In 2003, when Councilmember Lilligren voted to terminate Sherman Associates' 
Nicollet & Lake development rights and, thereby, scuttle the reopening of 
Nicollet Avenue, he was representing the Eighth Ward and, therefore, viewed it 
as advantageous to focus City efforts on developing the Sears site in his ward.
 
At our Sixth Ward precinct caucus this Spring--after Councilmember Lilligren 
decided he wanted to be our councilmember--he uttered a wish to re-open 
Nicollet Avenue--a mere two years after voting to terminate Sherman Associates 
exclusive development rights there.
 
He also expressed concern about the 35W access project while, at the same time, 
acknowledging it was essential to the successful development at the Sears site.
 
Ms. Lickness adulates his savy.  I'd say he's Harvard-ized.
