In 2003, Councilmember Lilligren and Councilmember Niziolek pulled the
plug on Sherman Associates' development efforts to re-open Nicollet
Avenue at Lake Street in order to focus on redevelopment of the Sears
site.

Ms. Dagget et al.: When you consider the enormous investment Sherman
Associates put into their planning efforts to re-open Nicollet Avenue,
only to have their development rights terminated by Councilmember
Lilligren and Niziolek, in order for the City to favor Ryan in the
redevelopment of Sears, ask yourself, what other developer is going to
venture into this slippery, financial swamp? let alone find the
resources to buy-out K-Mart, now owned by Sears.
Some believe it wil be another decade before opening Nicollet at Lake
will be considered again by anyone--despite what Councilmember
Lilligren promises to accomplish in what he presumes will be a second
term.
