Eighth Ward Councilmember Robert Lilligren wrote:

"The last attempt to reopen the street failed because it approached what is 
essentially an infrastructure project (road opening plus new bridge) as a 
redevelopment opportunity.
 
Please let us remember that all three council members representing the 
intersection of Lake and Nicollet agreed to terminate the prematurely granted 
exclusive development rights agreement.
 
We all three stood shoulder to shoulder on this."

But the Star Tribune on March 22, 2003 ("One Nicollet Avenue redevelopment 
passe; one doesn't") reported: 
 
. . . [T]he council also effectively pulled the plug on efforts to work with 
Sherman Associates on the redevelopment of Nicollet and Lake St. That project 
includes reopening Nicollet at Lake.
 
Two council members [Niziolek and Lilligren] representing the area around the 
project said they want to work with neighborhoods to set new development 
objectives for the site.
 
But Dean Zimmermann, who also represents nearby neighborhoods, cast the lone 
vote against abandoning the Sherman proposal.
