I checked with Stephen Eisenmenger, the chair of the 5th congressional district Green Party and he states that, "Doug Mann did not seek the Green Party endorsement in 2005."

[note: the 5th CD party unit of the Green Party of Minnesota is the most appropriate local party organization for this endorsement]

It seems to me that Doug Mann's lawn signs need to be changed or additional information needs to be provided by the Mann campaign that substantiates his claim of Green Party endorsement.
