Last month I saw a woman in downtown Minneapolis on Washington Ave between Nicollet Mall and Hennepin....she had a girls' vintage bike painted bright green with wire baskets on each side holding pint sized paint cans in a variety of colors...she wore a painter's hat and had a Weed and Seed t-shirt speckled with paint...and she was resolutely painting over the grafitti on one of the "NSP brown" electrical boxes.
The paint was almost an exact color match...she told me that she gets the paint from the city...and travels around painting over grafitti wherever she finds it...as a public service. She had lots of knowledge about grafitti removers, using primers, and had been to many ol the places grafitti grows tracking it down and overpainting it.
