Looking at what the money would have been used for...school board, library
board and park board...I would just as soon that the NRP money did go
directly to those jurisdictions and not be spending $90,000.00 plus a year
in salaries for NENA... along with other expenses... for neighborhood
dispersal.

In Phase I of NRP, the funds for the program came directly from Tax
Increment Financing districts in the downtown area. These were property
taxes that would have otherwise gone directly to the city, county, school
board, library board and park board therefore reducing the overall
allocations those jurisdictions would receive
