An interesting point. If you look at the affidavit (again, that's
http://wcco.com/local/local_file_252183836), there is what seems like a
non-sequitur point:

"16. I [the FBI agent] have reviewed the Internet website for the United
States Department of Housing and Urban Development (HUD). The website
indicated that the City of Minneapolis was the recipient of a $596,655
Emergency Shelter grant from HUD in January 2005, and a $3 million Lead
Hazard Control grant from HUD in September 2004."

I believe that's the federal justification - the city receives federal
money, local corruption could taint the distribution of such funds, thus the
jurisdiction. (However, I don't believe those funds are involved in the 2401
Chicago Ave. S. project, though I may be wrong. Debate away!

I also think it's interesting that FBI does based its justification by
researching another federal agency through the Internet! You'd think you'd
want to verify such info directly from an agency executive or staff member.
