No Barb, it does not. Given Zimmermann's three year history of providing
cover for the Sabri's I think the FBI was probably following up on possible
racketeering investigations.
You have a under oath admission by Sabri that he paid City of Minneapolis
OFFICIALS to overcome neighborhood opposition and gain access to public
funds and land. The key word is OFFICIALS, Meaning more than one! I think
that warrants an investigation all on its own. You have Sabris walking into
the Inspections Department, even behind the counter like they own it. You
have a Council Member who clearly has gotten into bed with an organization
known to "Buy" City of Minneapolis officials. You have a Council Member
known to be less than energetic about activities yet a Council Member who is
tireless in his activities on behalf of that same criminal.
Now that is certainly not proof of guilt, but it certainly is sound reason
to investigate that Council Member. All this conspiracy theory is amusing,
if not ridiculous. Zimmermann by his own actions, as well as Sabri using
him as a club over the heads of those Somali small businesspeople, gave the
reason for such an investigation. How much more "Reasonable Cause" does it
take? This is not something that suddenly happened. People have been
expecting it for the last couple of years. Other City Council Members were
expressing concern about it for the last year!

Did it occur to anyone that maybe the CW (Cooperating Witness) listed on
the search warrant affidavit called the FBI himself? Maybe he didn't like
the inference of extortion. Who knows. Time and evidence will tell.
