Because an applicant must have licensure from the MN POST Board (Police Officer Standards and Training) or reciprocity from the military/or another state, Law enforcement classes must be from one of the college/schools approved by the Minnesota Professional Peace Officer Education Program. To increase the number of Minneapolis residents, have the Legislature exempt the city of Minneapolis from State POST Board requirements. A neat trick if you can do it and a step backwards in employment standards.

OR

Start recruiting in all the high schools and set up a scholarship fund to send graduates to college for training and licensing with the agreement that they will serve on the Minneapolis Police Department for 5 years after graduation. A mini form of ROTC, if you will. That way you get a police force with ties to the community and you don't have to bend any rules or change state law.
