Jim, Please march these people down to the civil servicce office ASAP and hace them apply. If they qualify, I agree with you that they should be hired. Without a doubt. Please. Get their butts down there ASAP. If they are not, then you should look into why they aren't. Prthaps even sue the city for not hiring them.
