I'm a little confused by this thread. According to the Park Board's web site, there is a community center in E. Phillips:
East Phillips Recreation Center East Phillips Community Center is a joint operation between the Minneapolis Park & Recreation Board and the Boys & Girls Club of the Greater Twin Cities Area. This community center is rather unique because it once was a junior high school! Located in the Phillips neighborhood of Minneapolis, it serves many residents who live off of Cedar and Bloomington Avenues. Children love playing basketball in the gymnasium!
