I am sorry to keep asking questions, but I guess that is where I am right
now.

I read in Liz W.'s minutes of a MPRB meeting a while ago (at least I think
it was there my apologies if it was not) that when a PB Commissioner asked
for a line item budget he/she was told that it would be micromanagement to
do so.

I get the hint that attempts by the board to request such information will
continue to fall on deaf ears. I also take it that there is no legal reason
for the staff to provide such information because someone would have sued
the PB by now.

So my question is:

How are you Mr. Stone, or any candidate for PB for that matter, going to
actually change what is going on inside the MPRB?

I think saying change is needed and bringing about that change are two
different things.

And I am not picking on you Mr Stone but I do wish that someone would
provide a road map.

Subject: [Mpls] Good government - make it personal

Have you ever noticed that in the Minneapolis Park & Recreation Board, the
same individual is
responsible for Development, Revenue Generation, Finance and Record-keeping?
Do you really want
the money-man responsible for all official record-keeping?

The money-man has consistently discounted the value of keeping minutes. A
record-keeper wouldn't
do that. Recently, one of our elected representatives requested financial
data from the money-man
and was refused an answer.

Effective leaders would seek out and incorporate best practices in
governance.

Whose feet have been held to the fire for the $2 million lawsuit at 'The
Fort'? Why do I have to
put out a press release calling for 'Sunshine in Government' to get the Park
Board to produce
meeting minutes? Why do the People for Parks support sloppy governance?

We need more financial checks and balances on the Park Board, and greater
separation of duties.
This is your $60 million/year.
