I think voters do not vote because they do not have sufficient motivation
to do so. I would not call that apathy.

apathy of despair." Macaulay. "A certain apathy or sluggishness in his

Prescott. "According to the Stoics, apathy meant the extinction of the
passions by the ascendency of reason." Fleming.
^ In the first ages of the church, the Christians adopted the term to
express a contempt of earthly concerns.
The English language is a beautiful and complex thing. When all you have is
words to express an idea ,object, or opinion, you better hope your audience
