I probably won't like the answer, but I'll ask fellow list members anyway.....
Does the Minneapolis School District have an internal audit department? Are they subject to any outside audits (CPA firm or the State Auditor)? If the answer to either of these questions is 'yes', this 'computer glitch' should have been a finding in a recent audit. Without being privy to all the details, elected officials need to be above reproach on issues like this. Yes, errors happen and sometimes payroll and accounting systems can produce wacky unintended results. But the school board member should have been the one insisting (publicly) on a quick and transparent resolution the first time she received an incorrect pay stub. There is no excuse.
