Doug, I would suggest, to install first MQ version 6.0.0.0, restart the QMgr, stop the QMgr, install version 6.0.2.1, start it again. I do not know, if the problem still exists, but in previous releases (6.0.1.0 or so) the QMgr migration (creating new default objects etc.) did not work when you installed the fix before first QMgr restart!
