AFAIK, the only solutions are:

1. Very large YSize (plus some YTics) to make differences visible.

2. Subtract a fixed number from all values and so graph-zero is,
    say, 60.  Do this with arithmetic on the Target line.

3. Use something other than MRTG to create the graphs.
