Larry, I believe MRTG will always start at 0 because of the way it draws the graph. I do know that RRD tool will not. I am currently using Cacti to monitor some things, and the minimum on the graphs is the lowest value of the graph. If no one else has any answers, I would try to find an RRD solution.
