It says:

Note that unless you are using rrdtool you can not set Interval to less than 5 
minutes. If you are using rrdtool you can set interval in the format 
 
Are you using RRDTool?  If using log files, the interval can not be set to less 
than 5 minutes.  Also, when using RRDTool, you need to set the interval before 
the creation of the rrd, otherwise no matter how you change it, the heartbeat 
will stay the same.
