[ms_access] Exclusive Access

I have a form in a local database with a button that imports a table from 
another database and creates a table in the current database. After I click the 
button if I try to go to design view to edit the form I get the message "You do 
not have exclusive access to the database at this time. If you proceed to make 
changes, you may not be able to save them later." Each time I run the 
procedure, which works, I have to close and reopen the database. Any ideas why 
this is happening?
