That's an _invitation_ to provide your patch for inclusion - perhaps they don't have a team member who knows Russian/Cyrillic and thus fear they might fail? So the obvious way for you will be to _build_ a version according to your likings, then create an appropriate patch (which means a "diff -u" between the pertinent source files) and mail it to them in conjunction with a message describing what it effects.
