The X11 utilities (and libraries) used to reside in their own tree below /usr/X11 or even /usr/X11R6 before Xorg merged them into the regular /usr tree. Some distributions still provide links to emulate the "traditional" subtrees, like /usr/X11 pointing back to /usr or so.
