The INF format is excellent but lucks supporting unicode text - thsu quiet problematic for non-latins (and especially russians having different LINUX/WIN_ANSI/DOS_OEM encodings) . Definitely needs to be extended. UTF8 looks quite acceptable for internal storage since the format stores byte (not char) length of text runs.
