It seems that only rotation loads both cores. Reading a 9600x6000 13.2MB png 
and scaling to 100x62:
magick           4.55s (one core loaded)

Reading a 9600x6000 png:
magick           5.8s  (one core loaded)
builtin         29.1s  (one core loaded)
