Does it always load after some time? I have often seen that the reporting tab does not show because of proxy settings. Verify that reporting is accessible using the proxy. If not, create a proxy exception for that URL.
To test this, try using internet explorer to surf to the reporting URL as configured in your SCOM console. Try both with proxy on or off.
