This is a known issue – for SCOM 2007R2.

The SQL MP’s don’t upgrade.  There is something that causes it to break on the 
MPverify for upgrade in SCOM 2007R2, that was removed as a blocker form SCOM 
2012.

As SCOM 2007R2 has fallen out of support as of July 2014, I doubt we do any 
testing for compatibility on this older version.  You will need to delete the 
SQL MP’s if you want to install these upgraded packs, unfortunately, or we will 
have to issue new packs without these upgrade blockers for SCOM 2007.

All,

I am having a problem upgrading my SQL 2012 management packs from 6.4.1 to 6.5.4

All the 2008 SQL mgt packs have updated no issues but the SQL 2012 all fail 
with for example:

Microsoft SQL Server 2012 (Discovery) could not be imported.

If any management packs in the Import list are dependent on this management 
pack, the installation of the dependent management packs will fail.

The requested management pack was invalid. See inner exception for details.
Parameter name: managementPack


However I cannot find any information as to the nature of the failure. Nothing 
in any event logs etc.

Can anyone help?
