It appears to be patches against very old versions of the files in CVS. 1611 support for GCC, libc, and gdb has been in CVS since early this year. Support for binutils is now in the master version of binutils at sources.redhat.com. We don't maintain binutils in our own CVS these days, because MSP430 support has been fully integrated into the mainstream version.
