I don't think this is true.
I compiled binutils-2.15 (no files from cvs) and it doesn't have support
for 1611. Please look at the following link:

1611 support was added after 2.15 was released.
So, is there a patch with the changes, or which files from cvs will I
need to get 1611 support?

He didn't mean use 2.15. Use a recent snapshot from sources.redhat.com.
You can rely on these snapshots, as binutils changes only incrementally,
for things like new devcies. These snapshots support all currently
available MSP430 devices.
