Just an update on this problem that I've been having. It's related to cygwin1.dll It would seem several programs install their own versions of this file, and then don't pay much respect to the PATH orders when they modify the PATH. This puts them infront of the original cygwin/bin dll in the search order.

The particular application seems to have been the Mentor Expedition suite in this situation.

So... if anyone has this problem again the answer is to run cygcheck to confirm that you've only got one copy of cygwin1.dll in your path.. If you just update cygwin then the cygwin/bin directory will have the most recent authorized version and all others should be able to be deleted without troubles. If trouble does occur then the supplier of the troubled software should be contacted regarding their inappropriate cygwin1.dll file.
