It looks like someone screwed the build tools of this machine with a
partial self-compiled gcc manual installation.
In order to get back a properly working system, you need to reinstall
gcc from repository and uninstall the manually compiled ones (ie. via
`make uninstall`), as custom binaries under /usr/local take precedence
over the system-wide /usr path.

As I'm not sure what else could have been messed on that system, you'd
better ask for guidance on a general help forum in order to get back a
plain working station, or try on fresh system.
Once there, you could try again the mspgcc instructions if you'd really
like to compile it by yourself.
