I use a pre-staging hook on the boot image and media to run a script which has logic to determine if the client is a workstation or server, then it calls a webservice which adds the client to the correct collection to get the appropriate deployments.
I don't quite follow how you would use security scopes together with boot media, the scopes allow access top objects through the api or console, during the winpe phase this would not be used unless you had a login mask as well.
