In addition I'm assuming judging from your question you probably do not have 
operations manager in your environment.

Ultimately what you're looking for is something that operations manager does 
already.  You may want to look into getting that set up in your environment, 
but that may not be an option for you.  I understand.

I would take a look at the ConfigMgr 2012 Management Pack, for ideas.  As it 
does quite a lot at monitoring a ConfigMgr site server...including package 
replication and software distribution.

Also, get familiar with the various status message Ids associates with package 
replication.
