I have a nice HyperV lab with my whole SCCM infrastructure on it for testing (32GB of Ram, 500GB SSD Drive). I used to fly around a lot and would do testing on the plane for example. TechNet was used more for downloading software than any of the other benefits. You can spin-up a Windows Azure VM and test the same software now. No reason to have it on-premise for testing. Plus, the other options they are offering as replacements are all free. They are keeping MSDN, though (for a while), so you can subscribe to that if you want to download bits.
