ConfigMgr will always restart the computer with that setting enabled, I
believe. There's no intelligence to determine whether or not the package
requests a reboot. You could build a wrapper script to control it more
intelligently, however.

 Under the General Tab on the Program Properties, after I select "After
running: ConfigMgr restarts the computer", Does SCCM only restart if there
is a pending restart? Is it supposed to restart if there is no package
restart required?
