If I understand your needs correctly, you can set up a standard scheduled task, 
configure it to run at logon like you normally would except the program to run 
would use the "runas.exe" command. For example:

C:\Windows\System32\runas.exe /user:<administrator> /pass:<password> /savecred 
"<path to .exe>"

Only problem is, you're putting the password in there as plain text

If you need to create the scheduled task via SCCM, go to a command prompt and 
type "at /?" and hit Enter. It'll show you how to set up a task via command 
line. Or use Powershell of course.

How about have your advertisement trigger at logon?

To assign the advertisement so that it runs after a specific event, select the 
Assign immediately after this event option, and from the drop-down list, select 
one of the following events:

  *   As soon as possible
  *   Logon
  *   Logoff.
