DCM, Desired Configuration Monitoring, (yes, yes, I know it's 'management', but 
in CM07 there's no enforcement, so I think of it as monitoring only, in cm07); 
That is a completely different feature set from Package/Programs, where you 
could use a batch file.

DCM, Configuration Items specifically, ONE of the possible methods is to use a 
script: your script choices are Powershell, Jscript, and vbscript; a batch file 
is not one of your choices.

Now that you know that; the better question for you is "what exactly is your 
end goal"?  If we know what your requirements are--what report, what 
deployment, what you are trying to enforce--perhaps one of us can help you 
achieve that goal.
