Easiest way I can think of doing this is a simple scheduled task.
You can push that out through policy preferences.

Have the script check to see if the card is in, check if the service is 
running, if it is stop the service.
If the card is not plugged in, check if the service is running, if its not, 
start the service.

Have the script sleep for 30 sec. then loop.

i.e. What are the conditions you want SCCM to download the updates  and what 
are the conditions that you do want it to download the updates?
