It's a simple upgrade from Windows 8 to Windows 8.1, preserving apps, settings, and data. But when going from Windows 7 to 8.1, only your user data would be preserved; you would have to reinstall all your apps. You could go from 7->8->8.1, not sure if it's worth the effort - depends on how many apps you have :)
