The steps to fix were restarting the IIS service, and then starting the SMS DP Pool also, since that didn't restart when we restarted the service.
I'll see if I can recreate this in the lab and then will probably make a post with nice pictures. Based on the steps Jeff said he did, I doubt this will fix his issue.
