Well, I believe I successfully narrowed it down to a network configuration issue. As it turns out there are multiple networks (unclear if they are vLANs or phsyically separate networks). I did the following:
1. Accessed the DP URL from a PC on the Lab network - failed with a timeout/page cannot be displayed 2. Did a packet capture on the PC in #1 that showed only SYNs from the client PC. The DP never received the SYNs or the client never received the communication from the DP 3. Accessed a different DP URL from the client PC in #1 - Success! 4. Accessed the problem DP URL from a PC on a different network - Success! At this point, I've turned the issue over to the network team and await their reply. Thanks for the suggestions!
