I use autoit executables for things like this.

I avoid copying shortcuts made on one machine to another.  I've had some bad 
experiences with that process in the past and so now I always create shortcuts 
on the target - previously using  SMSInstaller and now with AutoIt.

It works with IE shortcuts as well. I had a folder full of them for my images 
dev.

Using the command line: filecopy.bat C:\Users\Public\Desktop

Is also possible to publish IE shortcuts with this method too ?

creating the actual shortcut, then copy that file to a package and deploy it to 
the desired user profiles desktop
